Raytheon is seeking a transformational leader to build and lead the Process, Accountability, Compliance & Training (PACT) team within the Supply Chain Strategic Solutions organization. The ideal candidate will establish a culture of excellence in Supply Chain Compliance, Standard Work, Governance, and Training, ensuring alignment with Raytheon goals and regulatory requirements. 

What You Will Do:

  • Build and lead a high-performing PACT team to drive compliance excellence across the supply chain.
  • Foster a culture of accountability, collaboration, and continuous improvement.
  • Develop and execute a comprehensive compliance strategy aligned with Raytheon’s goals and regulatory obligations.
  • Design and implement supply chain compliance frameworks, systems, and policies to address increased regulatory complexity and facilitate speed and agility within the business
  • Establish performance indicators and objectives to measure and enhance compliance effectiveness.
  • Ensure compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other applicable laws and industry standards.
  • Design and implement a comprehensive training strategy aimed at driving business performance, optimizing workforce capabilities, and ensuring compliance with regulatory standards for an organization of 1,100+ employees.
  • Proactively identify, assess, and mitigate compliance risks through risk assessments.
  • Develop and implement strategies to address vulnerabilities and ensure continuous regulatory compliance.
  • Prepare and present detailed compliance reports to senior Supply Chain leadership.
  • Monitor and analyze changes in regulatory requirements and industry standards.
  • Provide guidance on the impact of regulatory changes and ensure timely adjustments to policies and procedures.
  • Lead Raytheon’s preparation and execution of Contractor Purchasing System Review (CPSR) audits.
  • Collaborate with regulatory agencies, such as DCMA/DCAA, and industry associations to ensure adherence to compliance requirements.
  • Engage with functional leadership across Operations & Supply Chain, Legal, Contracts & Compliance (LCC) teams as well as other functional organizations
  • Build strong partnerships with internal and external stakeholders, including legal, operations, and regulatory bodies.
  • Mentor and develop a capable and dedicated workforce, attracting and retaining top talent.
  • Enhance organizational capability by fostering a culture of continuous learning and professional growth.

Qualifications You Must Have:

  • Typically requires a University Degree or equivalent experience and minimum 14 years prior relevant experience, or An Advanced Degree in a related field and minimum 12 years experience
  • 14 years of relevant experience in supply chain management, procurement, or related fields
  • Extensive experience with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Experience in supply chain compliance, governance, and training within a complex regulatory environment.
  • Experience in change management, risk assessment, and mitigation strategies.

Qualifications We Prefer:

  • Advanced degree in Business, Supply Chain Management, or a related field.
  • Experience with international trade compliance and export control regulations
  • Experience leading CPSR audits and ensuring procurement system compliance

The salary range for this role is 176,000 USD - 352,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
