Proposal Environment
This role operates in a fast-paced, deadline-driven proposal environment where collaboration, adaptability, and a positive attitude are essential. Proposal timelines often require flexibility and the ability to shift priorities quickly as new information emerges. Successful candidates are proactive, maintain strong time management, and demonstrate a team-first mindset, stepping in where needed to ensure the proposal is clear, compliant, and delivered on time.
Responsibilities
- Gather information required to develop technically compliant responses through independent research and by conducting interviews with technical SMEs, operations stakeholders, solutions architects and proposed key personnel.
- Translate technical solutions developed by SMEs and solution architects into clear, concise, and persuasive proposal content.
- Lead writing efforts for assigned proposal sections by developing structured, compelling narratives aligned with solicitation requirements.
- Work closely with proposal manager, business development, capture managers, solution architects, and technical SMEs to understand the proposed technical approach and accurately reflect it in written responses.
- Convert complex technical concepts into clear language that communicates the strengths, benefits, and differentiators of the proposed solution.
- Participate in color team reviews by providing constructive feedback to peer contributors and incorporating review feedback into assigned sections.
- Compile, organize, and maintain reusable proposal content including executive summaries, capabilities statements, past performance references, program management plans, quality control plans, staffing plans, transition plans, graphics, tables, and charts.
- Participate in capture and proposal strategy reviews and solution sessions to ensure a clear understanding of the proposed approach and messaging.
- Provide guidance regarding proposal compliance and overall content quality.
- Identify gaps, risks, or unclear elements in the proposed solution and work with SMEs and leadership to clarify and strengthen the written response.
- Assist with developing and maintaining SOPs, KMS artifacts, Past Performance Library , and other documentation related to proposal development.
- Support capture managers with proposal preparation and solution documentation activities prior to solicitation release, as needed.
- Demonstrate flexibility and a positive, solutions-oriented mindset while supporting rapid proposal response timelines.
- Take ownership of assigned sections and deliver high-quality work in a fast-paced proposal environment.
- Support rapid development of RFIs, white papers, and other pre-solicitation responses by translating SME input into clear, concise written content.
Qualifications
- Bachelor’s degree in technical writing, information systems, engineering, life sciences, computer science, or a related discipline.
- 7+ years of federal government experience.
- 5+ years of technical writing and/or proposal writing experience required..
- 3+ years of experience writing complex, highly technical proposals for government-issued solicitations strongly preferred.
- ANC/8a experience preferred.
- Strong written and verbal communication skills with exceptional attention to detail.
- Strong interpersonal skills and the ability to communicate effectively with both technical and non-technical personnel, including project teams, management, and SMEs.
- Proven capability to synthesize complex ideas and solutions to create high-scoring proposal graphics desired.
- Strong time management and organizational skills with the ability to manage multiple proposals and competing priorities under tight deadlines.
- Ability to absorb, synthesize, and translate complex technical information into clear, persuasive proposal content.
- Ability to maintain confidentiality of work-related information and materials.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Acrobat.
- Demonstrated ability to perform effectively in a high-tempo federal proposal environment with rapid response timelines.
- Positive attitude, flexibility, and willingness to collaborate with team members to ensure proposal success.
- Candidates will be required to complete an in-house writing exercise or provide a writing sample as part of the evaluation process.
